CVESD Parent Helpline for Office 365 and Teams: Our District has established a Parent Helpline to provide technical support with Microsoft Office 365 and Teams, as well as assistance for District-adopted online programs (i.e. Achieve 3000). Office hours are Monday – Friday from 8:00 a.m. – 3:30 p.m. Parents may call if they need support with these tools and an IT team member will assist them. Parents may need to leave a message during peak times, but please be reassured that someone will contact you as soon as possible. The parent helpline number is (619) 409-6638. Phased Expansion to In-Person Instruction Proposed for October 26,2020

Dear Parents/Guardians:

As we continue teaching and learning in this most unusual of years, I want to take a moment to thank our staff members and community partners who recently opened most of our schools to “cohorts,” or small groups of students, through the Distance Learning Support Program (DLSP). Participants include special education students, English learners, and children of essential workers. The program is operated in partnership with the YMCA of San Diego County. Already, more than 1,100 students are participating in DLSP at 41 of our 46 schools. In a traditional school year, this program might otherwise be considered a before- or after-school program. Now, during this pandemic year, DLSP operates during the school day to provide care and support with distance learning for our students who most need the program.

With the success experienced with DLSP, the Chula Vista Elementary School District is proposing an expansion to live in-person instruction when supported by local data. Ideally, we would start offering in-person instruction at the beginning of the second quarter of our academic year, which is Monday, October 26. We propose a phased expansion, starting with students in Preschool through Grade 2, as well as Special Day Class students (Mild/Moderate and Moderate/Severe special education students). I have heard from many of you about the enormous challenge, frustrations even, of balancing work and life without the safety and security provided by our local schools. Given the extensive protocols and requirements necessary for in-person instruction to take place, there is little doubt that schools are one of the safest places for students. In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction. More school districts will be opening in the weeks ahead in our region and across the country.

Because COVID-19 transmission rates have been higher in certain of our local zip codes than the rest of San Diego County, our District is taking a measured and cautious approach toward a return to on-site classes. With our proposed expansion to in-person instruction, students would attend school four days a week (M-Th), possibly on a modified day schedule. Our goal is 16 students per cohort for most classes, but no more than 18, in Transitional Kindergarten-Grade 2 in order to maintain social distancing. Preschool students would remain at no more than 14 students in a classroom with no more than two adults present. Students would have Fridays reserved for distance learning from home. More details can be found here. The proposed reopening will be the focus of our next District Town Hall virtual meeting, scheduled for 6 p.m. on Thursday, October 8. Please save the date and join us!

It is important to understand that parents can choose to keep their students in the current distance learning instructional model—even when/if schools are reopened for in-person instruction. A commitment form will be sent to all District parents by school principals to determine which parents want their child/children to return to in-person instruction or remain in distance learning.

With the safety of students and staff foremost in our decision-making, our District will continue to work with local public health officials and the County Office of Education to ensure a reopening that is consistent with federal, state and local guidelines. We also continue to dialogue with our labor groups about how to return safely because of our increasing concern for students’ social-emotional well-being, physical safety, and widening academic inequities.

TMES School Site Council and ELAC

SCHOOL SITE COUNCIL (SSC) is composed of five elected parent/community representatives and five elected staff/teacher representatives, as well as a parent and staff alternate. The role of the SSC is to develop, approve, and monitor the School Plan for Student Achievement.

Dar Parents/Guardians,

On Thursday, September 10, 2020 nominations will be open for Parent Representatives to serve on the Thurgood Marshall Elementary School (TMES) Site Council (SSC).

We have two openings for next year’s SSC. One Parent Representatives/Community Members.

Below, you will find highlights of the SSC membership expectations.

  • Oversee the school budget, the Single Plan for Student Achievement (SPSA), and the Safe Schools Plan (SSP).
  • Serve a two-year term.
  • Be a parent/guardian whose child attends TMES or be a community member of TMES.
  • Attend monthly meetings held on Wednesday’s at 3:30 p.m. that will last approximately one hour.
  • Have a growth mindset and open to learning about how to help TMES continue a legacy of greatness.

If you would like to place your name on the ballot to become a Parent Representative/Community Member, please complete the lower portion of this letter.  Along with the letter, include a short narrative telling a little bit about yourself and why you are interested in serving on the SSC. Return both items to the school office by Thursday, September 17, 2020 by 4:00 p.m. Elecronic ballots will go out on Monday. English Learner Advisory Committee (ELAC) is a committee consisting of staff members and parents of students whose first language is not English. It is a meeting place where parents/guardians can participate and provide input for programs and services for English Learners at Thurgood Marshall Elementary School (TMES). The TMES ELAC Bylaws specify that parent representatives, who are voting members, serve a one-year term. ELAC has openings for next year’s committee for parent member or representative. Specifically, the following positions are available: Chairperson (Co-facilitates all meetings), Vice Chair (Leads in the Chairpersons absence), Secretary (Documents all meeting notes), and DELAC Representative (Attends monthly CVESD DELAC meeting).

Any parent/guardian whose child attends TMES is eligible to be an ELAC member or representative. The ELAC Committee meets at least five times during the school year.

Parent nominations for the 2020/21 school year will take place starting Thursday, September 10, 2020 and end on Thursday, September 17, 2020. Official Ballots will be sent home on Monday, September 21, 2020 and must be returned by Thursday, September 25, 2020. Selection of the candidates will be held live on Friday, September 25, 2020 at 9:00 a.m. for the ELAC Parent Representatives to serve on the board during the 2020/2021 school year.

  • When you’re ready, hit Join now.
  • This will bring you into the meeting lobby.

Mobile: Join a meeting without a Teams account

  • Even if you don’t have a Teams account, you can still join a Teams meeting on the mobile App.
  • Here’s how:
  • In the meeting invite, select Join Microsoft Teams Meeting.
  • If you don’t already have the Teams mobile app, you’ll be taken to your app store to download it.
  • Download the app and open it right from the app store page. Teams will ask if it’s okay to use your mic. Be sure to allow it so others in the meeting will be able to hear from you.
  • Next, you’ll be given two options for joining your meeting: Join as a guest or Sign in and join.
  • Choose Join as a guest.
